Public consultation: Boosting civil participation in decision-making
How should civil participation in political decision-making work in Europe? The Council of Europe is currently preparing new guidelines to help ensure “meaningful civil participation in political decision-making”.

These guidelines will target, among others, local and regional governments located in Council of Europe member states and will seek to promote sustainable mechanisms for dialogue, consultation and co-operation between them and civil society.

A public consultation on the draft guidelines is currently open; in order to collect input from all concerned parties for the final version of the guidelines. Observations on the draft guidelines can be submitted to CDDG@coe.int in English or French, by 4 September 2016.

It is worth noting that the first point of the draft guidelines specifically mentions the local and regional levels of government: “Participation  in  decision-making  processes  must  be  guaranteed  at  all  levels  of  government (local, regional and national) and should include the executive and the legislative branches of power.

You can find the full version of the Draft Guidelines on Civil Participation in Political Decision-Making here.
