PLATFORMA - Local & regional international action


The coalition

PLATFORMA is the pan-European coalition of towns and regions active in decentralised cooperation. Its 29 partners represent towns and regions and their national, European and global associations, that are active in city-to-city and region-to-region development cooperation. All partners cooperate internationally to promote sustainable development.

Development cooperation and the EU
 
There are several thousand partnerships between towns and regions in Europe, Africa, Latin America, and elsewhere. These partnerships cover several topics: basic services (schools, drinking water, waste...), economic development, democratic participation, improvement in the work of local administrations...

On the global scale, the European Union is the main sponsor of development aid, providing close to 60%. To this end, it has put in place a series of cooperation programmes available primarily to territorial European regions.

That is one of the reasons why CEMR and other community representatives have created PLATFORMA in 2008, in order to coordinate their voices within European institutions, primarily in the drafting of and implementation of European development policy. In 2015, CEMR-PLATFORMA became a strategic partner of the European Union through the signature of a Framework Partnership Agreement (FPA) with the European Commission.
 
The mission:
 
Shaping EU development policy and international agendas 
Together with its partners, PLATFORMA defends the role of towns and regions in EU development policies and international fora.
Raising awareness
PLATFORMA promotes international cooperation between cities and regions across the world and boosts capacity-building with peers.
Providing a forum for collective intelligence
PLATFORMA facilitates knowledge exchange, peer-learning and experimentation of innovative approaches between towns and regions and their associations.

Main activities:

Every two years, the secretariat organises the PLATFORMAwards to reward best practices in cities and regions’ international action.

Each autumn, the secretariat coordinates the European Days of Local Solidarity (EDLS) to raise citizens’ awareness of what their municipalities and regions concretely do at the global level. More than 100 events were organised in 2021.

Together with partners from Eastern Partnership (EaP) countries, PLATFORMA also organises a series of events to reinforce local democracy in the region and facilitate peer-to-peer exchanges.

PLATFORMA also regularly publishes studies and research papers, including an annual study on the localisation of the Sustainable Development Goals (SDGs).

The secretariat of PLATFORMA is hosted by the Council of European Municipalities and Regions (CEMR).
