The Congress of Local Authorities from Moldova (CALM) was officially created on 21 March, with Tatiana Badan, Mayor of Selemet, elected as its President..

The assembly during which CALM was established saw Vladimir Filat, the Moldavian Prime Minister, and some 300 mayors and local community representatives participate. Also present were heads of regional and national local public authority associations and members of civil society and of political parties.

CALM aims to provide a platform representing 'the common interests of local communities in their relations with central government, NGOs and others, domestically and internationally" as a means of 'building an effective and equal partnership with central governments", as states the CALM Declaration.
