Governance and citizenship

The secretariat general of the Intergovernmental Conference (IGC) has published the provisional consolidated version of the draft European Constitution.
 

The text is based on the agreement between the EU's heads of states or government at the 17/18 June Brussels summit.
 

The draft Constitution was elaborated by the Convention on the future of Europe that was headed by CEMR President Valéry Giscard d'Estaing. The Convention met between March 2002 and June 2003.
