Various factors can influence the interoperability of certain systems: technical factors like the software an eGovenrment service is based on, but also the political and legal context (data protection law e.g.) or the use of different standards (for digital identification e.g.).
Modinis is a EU Commission funded programme to support eGovernment initiatives. The project addresses interoperability in cross border data exchange between municipalities, cities and regions. One of the main aims is therefore to intensify the exchange of information on practical eGovernment interoperability experiences at local and regional level.
