Energy Union - 16.11.2015

Local and regional governments want to have a bigger say
Ahead of the release of the state of the Energy Union report on Wednesday 18 November, CEMR and four European networks of local government sent an open letter to EU Vice-President Maroš Šefčovič, calling for a stronger partnership with towns and regions in the implementation of Europe’s energy and climate policies.

Here are some excerpts from the letter:

“We do not need to remind you of the crucial contribution of cities and sub-national governments to reaching the EU energy and climate goals. You have already shown great conviction in this regard and we welcome the numerous steps you have taken to pledge your support to local action, notably via the continuous reinforcement of the Covenant of Mayors movement.

What we call for is a change of perspective. As the energy landscape is undergoing dramatic change, from a once hierarchical and monopolistic system to a more distributed and decentralised one, so should the decision making architecture. Local and regional governments, as the most legitimate ambassadors and facilitators of this new reality, ought to be represented on an equal footing, alongside Member States, in the governance of the EU Energy Union.”

The letter was signed by the presidents of the following five European networks of local and regional governments: CEMR, Climate Alliance, Energy Cities, FEDERANE and ICLEI.
